
James G. Allen, Jr. is an accomplished community leader, advocate, and proud alumnus of Elgin Community College (ECC). With deep ties to District 509 and a lifelong passion for public service, James is running for a six-year term on the ECC Board of Trustees to ensure every student has access to the resources and opportunities they need to succeed.
James’s personal journey reflects the transformative power of education. As a returning student at ECC in 2020, he earned an Associate of Arts and an Associate of Applied Science in Paralegal Studies, graduating with high honors and a 3.91 GPA. During his time at ECC, James served as the Student Trustee on the Board of Trustees (2021-2022), Executive Vice President of Student Government, and President of Students Who Are Not Silent (SWANS), ECC’s LGBTQIA+ student organization. His leadership extended to critical college-wide initiatives, including the Strategic Planning Committee, the Capital Improvement Committee, and the Textbook & Course Materials Cost Reduction Taskforce. These roles gave him firsthand experience with ECC’s governance, strategic planning, and the challenges its students face.
James’s commitment to ECC didn’t end with graduation. He has remained actively involved in the college’s leadership and governance through several roles. As a member of the Paralegal Advisory Committee since 2023, James has contributed to program development, ensured curriculum alignment with industry needs, and supported career opportunities for paralegal students. From 2022 to 2024, he was a member of the Bright Futures Campaign Cabinet, where he helped lead a successful $3 million capital campaign, exceeding fundraising goals through major donor cultivation, outreach, and advocacy. In 2024, he served on ECC’s Presidential Search Committee, participating in a comprehensive national search for a new president. In this role, James helped develop leadership evaluation criteria, ensured a diverse and qualified applicant pool, and conducted a thorough candidate review process.
Professionally, James has served as a Flight Attendant with United Airlines since 2006, where his leadership and communication skills earned him a position in the elite International Purser Program. He also has extensive experience in the legal field, having worked as a Paralegal and Office Manager, where he specialized in providing pro bono legal services to veterans and underserved populations through community organizations. Now, as a private consultant, he helps law firms implement efficient digital systems to better serve their clients.
James’s service extends beyond ECC and into the broader Elgin community. He serves as the Board President of the Elgin Youth Symphony Orchestras (EYSO), an ECC In-Residence Ensemble, and as President of Open Door Health Center of Illinois (ODHCIL), a regional healthcare provider serving over 5,000 patients annually. In these roles, he oversees multi-million-dollar budgets, leads strategic planning initiatives, and drives efforts to expand access to education, healthcare, and the arts.
James’s decision to run for the ECC Board of Trustees is driven by his belief in the life-changing impact of community colleges. As someone who experienced that impact firsthand, he is committed to ensuring ECC continues to provide exceptional education and services to all students, regardless of their background. James is proud to run alongside Melissa Barbosa-Guzmán, and together, they are dedicated to fostering equity, opportunity, and excellence at ECC.
Goals for First Term as Trustee
- Enhance Mental Health Resources on Campus
- Mental health is critical to student success, yet many students face barriers to accessing adequate support. If elected, I will prioritize expanding mental health counseling services, increasing the number of licensed counselors on campus, and ensuring students are aware of the resources available to them.
- Strategies:
- Advocate for increased funding to hire additional mental health professionals.
- Partner with local mental health organizations to provide free or low-cost services to students.
- Create a comprehensive mental health awareness campaign to reduce stigma and encourage early intervention.
- Strategies:
- Mental health is critical to student success, yet many students face barriers to accessing adequate support. - Improve Handicap Accessibility Across Campus
- Accessibility should never be a barrier to education. I will work to ensure that ECC’s facilities, services, and technologies are fully accessible to students, faculty, and staff with disabilities.

- Allocate funding to address identified gaps, such as upgrading elevators, adding automatic doors, and improving signage.
- Work with disability advocacy groups to ensure ECC remains compliant with ADA standards and incorporates universal design principles.

- The rising cost of textbooks and course materials is a significant burden for students. I will advocate for the expansion of Open Educational Resources (OER) to reduce costs and improve access to high-quality learning materials.

- Collaborate with faculty to develop and adopt OER materials for high-enrollment courses.
- Provide incentives and professional development opportunities for faculty to create or adapt OER.
- Secure grant funding to support the transition to OER across multiple disciplines.

- The rising cost of textbooks and course materials is a significant burden for students. I will advocate for the expansion of Open Educational Resources (OER) to reduce costs and improve access to high-quality learning materials.
- Strengthen Career Pathway Programs and Industry Partnerships
- ECC’s career pathway programs are vital for preparing students for the workforce. I will work to enhance these programs by fostering stronger relationships with local businesses and industries.

- Expand internship and apprenticeship opportunities in high-demand fields such as healthcare, technology, and legal services.
- Collaborate with the Paralegal Advisory Committee and other industry groups to ensure ECC’s programs align with workforce needs.
- Advocate for additional funding to support career services and job placement programs.

- ECC’s career pathway programs are vital for preparing students for the workforce. I will work to enhance these programs by fostering stronger relationships with local businesses and industries.
- Increase Support for Non-Traditional and Underserved Students
- Community colleges play a crucial role in serving non-traditional students, including working adults, first-generation college students, and underserved populations. I will champion initiatives that support these students in achieving their goals.

- Develop more flexible course delivery options, including evening, weekend, and hybrid classes.
- Expand wraparound services such as childcare, transportation assistance, and emergency grants.
- Partner with community organizations to provide targeted support for underserved groups.

- Community colleges play a crucial role in serving non-traditional students, including working adults, first-generation college students, and underserved populations. I will champion initiatives that support these students in achieving their goals.
- Build Stronger Transfer Pathways with Four-Year Institutions
- Many ECC students aspire to transfer to four-year colleges and universities. I will prioritize strengthening transfer agreements to ensure a seamless transition for students pursuing higher degrees.

- Advocate for guaranteed admission programs for ECC graduates who meet specific criteria.
